Middletown Public Schools: School district places numerous “civility” restrictions on students, staff, parents, and visitors

Cases

Case Overview

Connecticut’s Middletown Public Schools has a civility policy that imposes several restrictions on students, staff, and other adults who happen to be on school property or at a school function. The policy makes no distinction between children and adults. Its numerous restrictions include “discriminatory,” “loud,” and “offensive” speech.

On August 12, 2024, ֱ wrote to the board of education outlining the constitutional problems with its civility policy and urging the board to revise the policy. We sent a follow-up letter on February 5, 2025. We sent another follow-up letter on March 10, 2025.
